10-Point Programme

1. The responsibility of the state government should be fixed in case of stray dog bites. Adequate compensation should be paid to victims of stray dog bites by the state government.

2. ABC (Animal Birth Control) programme should be implemented seriously as soon as possible. An integral part of this plan is to control the population of stray dogs. For this more and more dogs should be sterilised.

3. Municipal Corporation should take the work of sterilization into its own hands as many cases of corruption related to NGOs involved in it have come to the fore.

4. A ‘National Dog Adoption Policy’ should be made for adopting stray dogs. 

5. A separate place should be designated for feeding stray dogs in every locality in consultation with the Municipal Corporation.

6. A separate kennel should be made for aggressive stray dogs.

7. A census of stray dogs should be conducted as soon as possible. Geo-tagging can be used for this.

8. There should be adequate arrangement for administering anti-rabies vaccine to victims of dog bite in every government hospital. Also, anti-rabies injection should be administered on each and every stray dog.

9. The state government should offer free-of-cost treatment to victims of stray dog bite. Also, the responsibility of the municipal corporation should be fixed in such cases.

10. Trying to achieve the goal of making India a Rabies-free country by 2030. For this, the Animal Husbandry Ministry and the Health Ministry should work together closely.
